National Dialogue on the 7th Global Environment Facility (GEF-7)

​On May 30th - 31st, 2018, a national dialogue on the 7th Global Environment Facility (GEF-7) was held in Hanoi, Vietnam. Minister of Natural Resources and Environment Tran Hong Ha and Mrs. Naoko Ishii- CEO and Chairperson of the Global Environment Facility chaired the dialogue.
​The dialogue aims to review implementing results of the projects funded by the GEF in Cycles 5 and 6, to summarize lessons learned to strengthen national project implementation capacity in the Cycle 7 (GEF-7) as well as to develop national orientations for GEF in the new cycle. Main objectives as follows: 1) To ensure the proposed projects in line with national policies and strategies; 2) To make full use of the competitiveness of the implementing agencies; 3) To attract strong and effective investment from both international and private partners.
Speaking at the dialogue, Minister Tran Hong Ha believed that dialogue would open up more firmly new opportunities for exchanges and cooperation between state management agencies, research institutes, universities and international partners. Existing partnerships is closer and new partnerships are being developed to address the urgent environmental issues in Vietnam nowadays.
Honored to be the host country for the 6th GEF Assembly and Associated Meetings on June 23rd - 29th, 2018, Vietnam has been doing its best to successfully organize this event.

As Head of the Steering Committee for the Assembly and Associated Meetings, Minister Tran Hong Ha called for delegates’ participation and interest in this particular important event. On this occasion, the Minister expressed his deep gratitude to the GEF in general and in particular, to Mrs. Naoko Ishii- CEO and Chairperson of the GEF for effective support to Vietnam in the recent years, to the GEF Secretariat and partnerships for supporting this Dialogue.
Based on signification and purpose of the National Dialogue on the GEF-7, Minister suggested that the delegates discuss actively and frankly, focusing on reviewing the implementation results of projects in Cycles 5 and 6 (2010-2018), summarize lessons learned in order to move towards more effective implementation of projects funded by the GEF in the next cycle. Simultaneously, to share international experience and to exchange national capacity to implement regional and global programs and projects to demonstrate Vietnam's role and position in the effort to solve global environment problems. Besides that, the country's national orientation in the GEF-7 was developed to implement international commitments in seven focal areas covering: (i) biodiversity, (ii) climate change, (iii) chemicals and waste, (iv) international waters, (v) land degradation, (vi) sustainable forest management, and (vii) corporate programs.
 Speaking at the dialogue, Mrs. Naoko Ishii - CEO and Chairperson of the GEF, was pleased to said that “Vietnam's future development goals such as high-tech agriculture, green urban models and so on are related to land management, water resources, climate change’s impacts, ecology, cooperation, technology transfer with big experienced partners. The GEF will be able to coordinate to assist Vietnam in developing sustainable cooperation programs to solve these issues in the near future”.

Mrs. Naoko Ishii said, “The world is changing and always needs countries that are capable of achieving sustainable development goals, protecting the environment and coping with climate change known as ecological systems, synchronous economic development, etc.”. Mrs. Naoko Ishii hopes that the opportunities for Vietnam to access learn and take advantage of these development goals and opportunities at the coming 6th GEF Assembly and Associated Meetings.
At the dialogue, delegates representing the Institute of Strategy and Policy on Natural Resources and Environment (ISPONRE), Vietnam Administration of Forestry (VNFOREST), Department on Climate Change, the World Bank (WB), Asian Development Bank (ADB) and representatives of UNIDO Vietnam and Food and Agriculture Organization (FAO) presented the GEF-7’s sectoral strategy and national priorities and strategy framework.
