The Director General of Vietnam Environment Administration signed the Decision No.1511/QD-TCMT on November 25th 2015 to define the functions, tasks, powers and organizational structure of the Center for Environmental Monitoring which undertake the following tasks:
Article 1. Position and Functions
Center for Environmental Monitoring Portal is public service unit under the Vietnam Environment Administration (hereinafter called VEA) which implements functions of  assisting the Director General (hereinafter called Director General) in implementing the functions of monitoring environmental conditions, evaluating environmental quality, testing – calibratingenvironmental monitoring equipments; formulating and managing environmental data; directing the summary of environmental data; utilizing information technologies in environmental monitoring; establishing environmental quality reports according to the provisions of the state law;
Article 2. Duties and Powers
1.  To get involved in doing investigation and research on finding scientific foundation, legal and practiceto servein establishing legal documents and national policies, strategies, programs, master plans, plans, national standards, national technical regulations, criteria, procedures and technical economic norms for environment as allocation by Director General;
2. To take the prime responsibility for managing the environmental monitoring network in the national environmental monitoring system; also to host in implementing of a master plan on the national environmental monitoring system;
3. To formulate and deploy the national program of environmental monitoring and quality evaluation as well as the programs of environmental monitoring in inter-regional, inter-provincial and transnational, the environmental monitoring programs at environmentally hotspots or sensitive areas; to coordinate with related agencies or units to form and implement other environmental monitoring programs;
4. To get involved in guiding the implementation of emission monitoring for production, business, service establishments which canpotentially impacton environment following the provisions of the state law;
5. To get involved in guiding the monitoring units under the ministries, government levels and localities, production establishment, industrial zones and other organizations in the activities of environmental monitoring;
6. To act as role of the professional unit in supporting Director General to appraise the operation conditions for the organizations which work in the area of environmental monitoring services;
7. To participate in the Global environmental observation and response network;
8. To research and apply new methods and technologies in environmental monitoring;
9. To host in guiding and organizing the activities of testing – calibrating environmental monitoring equipments;
10. To implement of environmental analysis; to act as a role ofarbitrating a key agency in environmental analyses; to organize interlaboratary comparison;
11. Tounifymanagement the monitoring data, environmental quality assessment and investigation; to host in formulating, managing national database on environmental monitoring, information system on environmental monitoring; to build information technology infrastructure, wide area network to collect, manage, process, analyze, synthesize information, monitoring data from automated environmental monitoring stations and environmental monitoring stations of nation, localities and branches;to assess and release information, environmental data; to provide professional skills and technical assistance in managing the environmental monitoring data; to evaluate, predict current status of environmental pollution and load capacity of environmental components in each regions and nationwide.
12. To host in elaborating the national environmental status report, specificreports on environment and other environment-related reports; to guide the agencies, organizations to formulate the environmental status report according to the provisions of the state law;
13. To host in formulating and performingenvironmental norms system, environmental inventory norms and environmental indicators according to the provisions of the state law;
14. To get involved in establishing regulations on installing, managing, utilizing and maintaining environmental database; to get involved in establishing the norms, costs and technical regulations for environmental monitoring activities;
15. To research and deploy the application of information technologies, remote sensor technologies, geographic information system (GIS) in investigating, monitoring, analyzing, and processing the spatial data which serve for protecting environment activities;
16. To get involved in and submit to competence authorities for approving and implementing thetasks of assessing chemical remainders and the impact of toxic chemicals containing dioxin which were used by USA Army in Vietnam’s war; Persistent Organic Pollutants (POPs) and other toxic chemicals as assigned by Director General;
17. To implement the programs, schemes, projects, research, application of scientific technological advances in the activities of monitoring, analyzing, testing, calibrating the information technologies, telecommunication, geographic information system, remote sensor technology, documentation, environmental information as assigned by Director General;
18. To get involved, coordinate in implementing the activities:
a. To formulate database, information sysem, web portal and VEA and MoNRE’s information technology application programs
b. To inspect, investigate, inventory, assess environment for protecting environment under the allocation of the Director General;
c. To build and develop standard environmental data and database;
d. To join in international cooperation inenvironmental monitoring and its data; to get involved in deploying International Convention, International Agreements in the areas of environment and other areas as allocation of Director General;
19. To provide services including:
a. Advising to invest, monitor and deploy the projects, schemes, and services in environmental monitoring and analysis;to test –calibrate equipments; torepair equipments; to consentenvironmental information and data, environmental inventory indicators, environmental index; to develop the application software, database, environmental information system; to write the current environmental reports at all level, strategic environmental assessment reports, environmental impact assessment reports and other environmental reports;
b. Transfering technologies; training in the area of environmental monitoring and analysis;testing and calibratingenvironmental monitoring equipments, environmental data analysis;utilizating information technology and telecommunication in environmental monitoring;
c. Testing, calibrating, granting certificate for equipments, instruments which serve for environmental monitoring of organizations and individuals;
20. To providetechnical assistance and professional knowledge for units under the VEA’s management based on seconding staff or appointing expertise to get involved in implementing the tasks of VEA;
21. To implement the administrative reform along with programs, plans of the VEA’s administrative reform and according to the allocation of the Director General;
22. To manage budgets and properties of the Center; to act as role of level III unit under the VEA according to the provisions of the state law;
23. To manage human resources activities including policy on employee’s contracts, terms and benefits according to the state law;
24. To implement statistics and prepare periodic reports, irregular reports on deploying the tasks which are allocated by Director General.
25. To implement other duties as assigned by Director General.
