Press information on waste management and monitoring of Formosa Ha Tinh Iron and Steel Limited Company

​​In   the past days, some electronic newspaper such as   motthegioi.vn, thanhnien.vn and baomoi.com have posted some articles  about   waste management and supervision for Formosa Ha Tinh Iron and Steel Limited Company (FHS), in which there is a lot of false information not in accordance with the nature of the incident causing confusion in public opinion. ​

In order to have a comprehensive, objective and scientific understanding and according to the laws on environmental management and supervision at FHS, the Vietnam Environment Administration provides information as follows:

1. Inspection and supervision activities for FHS

According to the assigned functions and tasks, from July 2016 until now, the Ministry of Natural Resources and Environment has established an interdisciplinary supervision team, including: Vietnam Environment Administration, representatives of some units of the Ministry, Natural Resources and Environment Departments and other authorities of Ha Tinh Province, a number of relevant ministries, authorities, experts, scientists, and scientific agencies of Vietnam.

The monitoring team is responsible for checking and monitoring FHS environmental protection activities; urging FHS to promptly overcome the problems and complete environmental protection projects as committed, ensuring that waste is treated to meet Vietnam's national technical standards on environment (QCVN), at the same time,   improving waste  treatment  technology that  meet International standards.

Regarding to monitoring mechanism: Monitoring team operates according to regular, continuous, periodical and extraordinary mechanisms. Regular and continuous inspection and supervision through automatic monitoring systems are continuously connected to the Department of Natural Resources and Environment of Ha Tinh province and the Vietnam Environment Administration to monitor the system 24 hours per day, including the following parameters:

- Waste water: FHS has been required to install 04 automatic and continuous observation stations to control each stage of production and environmental treatment (at the domestic wastewater treatment station, biochemical station, industrial station) and   online monitoring stations before discharging from the sea (monitor 11-15 parameters).

- In terms of emissions: FHS has been required to fully install the exhaust treatment system at the production workshops and require the installation of 20 automatic monitoring stations at 20 chimneys to monitor 08 parameters.

- Regarding sampling of waste analysis to assess the quality of daily waste discharge into the environment and exhaust gas of FHS: waste water is analyzed and evaluated 03 times per day at different times through 02 mobile environmental inspection stations installed at FHS from July 2016 up to now; The exhaust gas is sampled and analyzed once a day at chimneys with discharge activities.

- The monitoring team sent a permanent unit of Ha Tinh province daily with officials present at the factory to monitor environmental protection activities of FHS; periodically and extraordinarily, the Ministry of Natural Resources and Environment shall coordinate with other ministries, branches and Ha Tinh province in conducting inspection and supervision delegations; Since 2016, 13 delegations have been carried out to supervise environmental protection at FHS. According to each inspection and supervision phase, the monitoring team solicits the analysis and sampling units (including:   No. 1 Technical Center for Quality Measurement Standards under Ministry of Science and Technology and Northern Center for Environmental Monitoring under Ministry of Natural Resources and Environment)   to collect samples for analysis, inspection, evaluation and control of waste discharge quality of FHS, including: waste water, exhaust gas, solid waste identification (hot rolled mud, high furnace mud and transfer furnace mud), control and evaluate the surrounding environment quality (air environment, seawater, bottom sediment, surface water, groundwater). The environmental analysis parameters are fully implemented by the Monitoring Team according to the Vietnam standards and regulations.

2. Regarding to the results of recovery after the incident and implementation of items to improve and supplement environmental protection works of FHS

-   Monitoring results show that at the end of May 2017,   FHS engraved the existence, completed the   items to improve and supplement waste treatment works   to ensure international standards as required in the Decision No. 2604 / QD-BTNMT dated November 9, 2016 of the Ministry of Natural Resources and Environment , including: additional installation of self-contained emissions and dynamic wastewater monitoring systems; adding 02 incident tanks at the waste water treatment plant; additional pre-treatment, color reduction and pressure filtration at biochemical wastewater treatment station; adding 04 high-capacity filter tanks at the industrial wastewater treatment station; additional construction and installation of 02 circulating water treatment systems for cup making, 02 overflow rainwater treatment systems for waste dumps and bio-lake combined fault lake system on an area of ​​about 10 ha. Currently, the wastewater flow   Living,  biochemical   and   The industry has been treated to achieve Vietnam standards in the local wastewater treatment stations of FHS after being treated by the lake system and better improved before being discharged into the sea, the quality is in line with international standards.

The conversion of coke cooling method from wet to dry   (The use of dry or wet coke cooling method is not available   waste water  out of the environment   and all ensure environmental regulations; however, the method of cooling the dry cup has the ability to recover excess heat to generate electricity, more environmentally friendly):   FHS has chosen dry cup cooling technology (CDQ) of Japan to perform. The first CDQ system has been completed and the cup is loaded to test operation from March 17, 2019; the second CDQ system has basically been completed, expected to operate in June 2019 according to the committed deadline.

- Monitoring results of the inspection team   from July 2016 till  now   show that:   FHS waste water and exhausted gas reached allowed standards before being discharged into the environment, some parameters gradually approached the standards of advanced countries in the world;   quality of marine environment is safe and stable; environment   groundwater and   ambient air always meets Vietnam regulations.  FHS has managed all types of generated solid waste according to regulations   (Ministry of Natural Resources and Environment, Vietnam Environment Administration has repeatedly informed about this content).

3. In the world combined iron and steel refineries (in the US, Japan, EU, South Korea), solid waste generated from the operation of the complex is recovered, recycled and re-circulated completed at different production stages to minimize the amount of waste discharged into the environment; In Vietnam, this content is also encouraged to comply with the provisions of the Law on Environmental Protection. According to the Basel Convention on controlling the cross-border transportation of hazardous wastes and destroying them, it does not specify the waste of steel industry on the list of hazardous wastes, but the member countries participating in the Convention (including Vietnam) has the right to specify the list of hazardous wastes and the standards applied to determine whether a waste is hazardous or not. In developed countries in the world, steel industry wastes are being used directly or preliminarily processed, pre-treated before being used as input materials for other industries, especially in animal production. construction materials.

Solid waste has arisen since the No. 1 blast furnace started operating so far has been managed by FHS in accordance with the law, specifically:

(i) Standard / conformable waste products are products, construction materials which sold externally or re-used at FHS for conformity purposes, including: Slag blast furnace seeds generated about 5,300 tons per day have been certified as products for cement production, being sold to domestic cement factories and exported abroad (transferred 2,811,600 tons, currently inventory is 21,500 tons; Fly ash power plant generated about 200 tons per day has been validated as a product for concrete, mortar and cement (transferred 190,600 tons, currently inventory is 60,600 tons); Power plant gypsum generated about 90 tons per day was standardized as a product for cement production ( transferred 59,700 tons, currently inventory is 1,300 tons); The bottom ash of a power plant generating about 15 tons / day has been standardized as a mineral additive product for cement, which is safely stored in the bottom ash tank and coal plant of the power plant.

For some types of steel slag (including transfer furnace slag, casting slag, desulphurized slag), about 2,500 tons per day. Following the guidance in Decision No. 430 / QD-BXD on May 16, 2017 of the Minister of Construction, FHS has standardized these steel slag according to the standards of Japan, England and Vietnam to do cement admixtures and aggregate materials for roads and leveling materials for construction and traffic works. The total volume generated is 1,141,800 tons, used in the construction of roads and green trees within the plant is 238,000 tons, transferred to cement plants and construction material production. 21,600 tons, currently remaining 881,400 tons are stored safely in 03 steel slag dumps on the shore.

(ii) Waste with high iron content can be recycled, re-used internally or transferred to establishments for use as production materials: Mainly recovered dust from factories, slurry transfer, cast iron slag, steel slag, magnetic powder.

Particularly for 1,334 tons of hot rolled mud (the main component is   rolling scales) and 28,737 tons of mixed mud and dust due to the high content of total oil that has not been reused, FHS is safely storing during the time of completion of additional installation of SO2, NOx and Dioxin / Furan at 02 sintering machines. For slurry of blast furnace generated about 150 tons per day (re-using 8,200 tons, currently inventory is 79,900 tons), the Supervisory Team has requested FHS to safely store and prepare waste reuse plan to recover useful ingredients but must ensure absolute environmental safety.

(iii) Waste group must be transferred to units with processing functions: Domestic waste generated about 1 ton per day, ordinary industrial solid waste (sewage sludge, sewage treatment station) industry,   waste wood, plastic waste, construction waste, ...) generate about 12 tons per day and hazardous waste (mud   of waste water treatment plant, waste water flushing pipes, waste oil ...) generated about 20 tons per day by FHS  are safely stored in the area   conjugate before transferring to the   functional units at   Ha Tinh province  processed according to regulations.

In order to proceed to the circulatory production, minimize the amount of waste to be discharged into the environment, FHS has studied and proposed many plans for recycling and reusing solid waste generated as the use Steel slag has been standardized as a road, used for green belt construction. Especially, the FHS proposed to change the plan of treating solid waste from landfill at the land reclamation site to the recycling, reuse or transfer to the unit with appropriate functions to use as raw production materials have also been approved.

4. The Ministry of Natural Resources and Environment has directed the Vietnam Environment Administration   recognition and thanks   all comments   of the   organizations and individuals which aim   to do environmental protection better. The Ministry has not yet received the documents of the Ha Tinh Police Department, but has entrusted the Vietnam Environment Administration seriously and researched to strengthen the close supervision of environmental protection activities for FHS in particular and businesses throughout the country. country in general.   

5. Supervision team has been and will continue to work closely with ministries, branches and People's Committees of Ha Tinh province and experts, scientists at home and abroad to strengthen inspection and close supervision. FHS's waste discharge and solid waste management, ensuring that waste before being discharged into the environment must meet environmental technical requirements as prescribed; urging FHS to promptly complete items to improve and supplement environmental protection projects according to commitments with the Government of Vietnam.
